History of diplomatic relations
Diplomatic relations between Estonia and Romania were established on 26 February 1921. Diplomatic relations between Estonia and Romania were restored on 13 September 1991.
On 26 February 1921 Romanian Special Envoy to Denmark Mihail Pâcleanu informed Estonian Consul Edmund Kinkmann in Copenhagen of Estonia’s de jure recognition. On 26 June 1921 Aleksander Hellat, Estonian envoy to Latvia, was appointed Chargé d'Affaires ad interim in Romania, he presented his credentials in September 1921. On 1 April 1924 Alexandru Florescu, the Romanian envoy to Warsaw, was also appointed envoy to Estonia, he presented his credentials on 1 July 1924. In 1935 Romanian Legation in Tallinn was established, it operated until 1939. Before 1935 Estonia was covered from Warsaw and Riga.

Trade relations between Estonia and Romania have been relatively modest. Romania has been on 30th place among all of Estonia’s trade partners. More detailed data can be found from the application of Statistics Estonia.
Cultural relations between Estonia and Romania have been relatively modest in the last few years.
In September 2018, Andra Teede and Imre Siil presented their work at the culture festival dedicated to the capitals of 100-years-old countries. In addition, several Estonian films (in Estonian: Hullumeelsus, Viimne reliikvia, etc.) were presented in the cinemas of Bucharest.
In September 2018, cellist Marcel Kits won the first prize at the Cellist Section of the young musicians contest titled George Enescu International Competition 2018 hosted in honour of George Enescu.
In February 2017, The Cultural Merit Order (Meritul Cultural) of Romania was given to Arvo Pärt. The order was awarded by President of Romania Klaus Iohannis in recognition of the dedication, talent and innovativeness of the composer throughout his creative journey, as well as his open and receptive attitude to the cultural merits of Romania. The award ceremony was held at the Romanian Embassy in Tallinn.
Defense co-operation between Estonia and Romania is characterized by allied relations through NATO and the European Union. Romania joined the NATO Cooperative Cyber Defence Centre of Excellence (CCDCOE) in 2019.
Estonia and Romania are sharing the training- and educational capabilities for the training of officers and non-commissioned officers.
