Additional state fee for changing the place of issue of a document

An additional state fee must be paid if, after the application for an identity document has been submitted, there is a need to change the place of receipt of your document and if the new place is located in another consular district.

The new place of issue of a document may be an Estonian foreign mission or honorary consul located in another consular district, or a foreign mission in another European Union country.

To change the place of issue of a document, you must:

  1. submit a free-form application for changing the place of issue to the foreign mission where the document was requested to be received and to the Police and Border Guard Board (e-mail address [email protected])
  2. pay the state fee 

State fee rates:

  • changing the place of issue of an identity document – 80 euros
  • issuing an identity document through a foreign mission in another Member State of the European Union – 100 euros

* If it is not possible to enter the reference number on the payment order of a foreign country, the reference number must be entered in the payment details.

Payment of an additional state fee is not required if the document is to be received from an honorary consul of the same consular district (e.g. the application indicates the embassy in Helsinki as the place of issue, but the document is to be received from an Estonian honorary consul in Vaasa).
