The refused visa applicant or a visa holder whose visa has been annulled or revoked can turn to the relevant representation by submitting a written application within 30 days.
If the decision remains unchanged, it is possible to submit a second appeal to the consular department of the Ministry of Foreign Affairs within 30 days from receipt of notification (address: Islandi väljak 1, 15049 Tallinn, Estonia).
Documents that change the content and factual circumstances of the original visa application or prove circumstances that have arisen after the refusal decision, or documents that the person contesting the decision was required to submit with the original visa application, but which he did not attach to it, shall not be attached to the application.
The appeal can be filed personally, by post or through a representative.
The fee charged for processing the appeal is 80 €.

It is obligatory to use reference number when making payment to the account of Estonian Ministry of Finance. If it is not possible to enter the reference number on the payment order of a foreign country, the reference number must be entered in the clarification field.
