Surveys on public attitudes toward foreign policy in Estonia

Since 2025, the Ministry of Foreign Affairs of Estonia has conducted nationwide surveys on public attitudes toward foreign policy on a regular basis. The surveys aim to identify residents’ views on foreign policy issues.

Good public awareness of foreign policy helps maintain social cohesion and integration. When the objectives and actions of foreign policy are well understood and openly discussed, the legitimacy of foreign policy decisions increases. This, in turn, strengthens societal resilience and preparedness for risks. Therefore, a high level of public awareness of foreign and security policy is one of the objectives of Estonia’s foreign policy.

The surveys collect up-to-date information on the following:

  • which foreign policy topics, issues and challenges are important to different target groups;
  • how recent foreign policy developments and issues are perceived;
  • how Estonia’s foreign policy actions and cooperation with other countries and international organisations are assessed.
