Today 6 May, the government approved Estonia’s action plan for implementing the UN Security Council resolution 1325 on women, peace and security in Estonia between 2020 and 2025.

“The human rights of women and girls, including in the field of women, peace and security, are a priority in Estonia’s human rights policy. They are also included in Estonia’s first human rights diplomacy action plan that was recently approved by the government. The connections between women and peace and security are also in our focus as an elected member in the UN Security Council,” Foreign Minister Eva-Maria Liimets said.

Estonia’s action plan focuses on improving the situation of women in and after conflicts, raising awareness, improving cooperation and information exchange, and the representation of women in positions related to peace and security in Estonia.

Studies and decades of international experience prove the close links between gender equality and conflict prevention. “Peace agreements negotiated with the participation of women are more durable, and protecting the human rights of women and girls reduces conflicts in societies,” Liimets said. “This is why it is important for us to consider this in our actions.”

The UN Security Council adopted the resolution 1325 on women, peace and security in 2000, setting out the consistent incorporation of the gender perspective by the international community in conflict prevention, resolution and peacekeeping, and addressing sexual violence in conflicts. It is a landmark resolution by the UN Security Council and the Council has reinforced and elaborated it in its subsequent decisions.

Estonia has addressed the issues of women, peace and security in a more systematic way since 2010 when the government approved the first sectoral action plan. The third action plan approved today serves to implement ongoing activities. Focus issues in the agenda include raising awareness domestically, and the gender equality perspective is consistently included in Estonia’s development cooperation and humanitarian aid activities.
