The mission focuses on supporting Ukraine’s civilian security sector reform and providing strategic advice to government institutions in charge of this field. After the start of Russia’s aggression, European Union member states increased the mandate of the mission as early as March and April 2022 to include support for Ukraine’s authorities on border management and providing advice on the investigation of war crimes and other international crimes.
Estonia has participated in the mission since its inception in 2014.
Helen Saarniit has previous civilian mission experience from the EU’s advisory mission in Iraq, where she worked as the director of press and public relations. She previously worked as head of communications at the Tallinn Centre of the Stockholm Environmental Institute. Saarniit has also taken part in the election observation missions of the European Union in Tunisia and Peru.
Estonia is posting experts to international civilian missions to help prevent and manage international conflicts. Estonian experts are currently posted to the European Union’s civilian missions in Ukraine, Moldova, Armenia, Georgia, and Somalia, and the UN mission in Kosovo. Nine experts posted by Estonia are currently working with various international civilian missions. Participation in civilian missions is coordinated by the Ministry of Foreign Affairs.
