Last week, President of the Republic Alar Karis appointed Moonika Kase as Estonia’s resident ambassador to Brazil. She currently serves as Estonia’s ambassador to Portugal and has until now also been the non-resident ambassador to Brazil. Until Ambassador Kase takes up her post in Brasília in the summer of 2026, the establishment of the embassy is being overseen by Chargé d’Affaires Kalvi Noormägi.
As the embassy premises are still under preparation, the chargé d’affaires is temporarily operating from facilities provided by the Portuguese embassy. For the time being, work is focused on the practical preparations required to set up the mission. Consular services are currently limited. The official opening of the embassy is planned for the second half of 2026.
Estonia and Brazil established diplomatic relations in December 1991. Over the past 35 years, the two countries have become strong partners, with close cooperation in the fields of digital affairs, technology and education. Brazil has more than 12,000 start-ups, and São Paulo is one of the largest technology hubs in Latin America. Brazil has for many years shown interest in Estonia’s e-governance and IT solutions, including X-Road, e-ID, cybersecurity services and start-up support models.
The opening of the embassy will further strengthen bilateral relations and create new opportunities for cooperation across South America. The embassy in Brazil will be able to provide Estonian businesses with operational support when entering the market, help remove trade barriers and regulatory obstacles, facilitate contacts with local partners and promote Estonia’s economic interests at a strategic level. The EU–Mercosur partnership agreement will also provide additional opportunities to boost trade ties with Brazil and the wider region. It will create the world’s largest free trade area, eliminating tariffs on 91% of EU goods.
Estonia previously had an embassy in Brazil from 2014 to 2016. Brazil opened its embassy in Tallinn in the summer of 2011, which remains the only Brazilian embassy in the Baltic States.
This year, the Ministry of Foreign Affairs will also open missions in Chișinău, Moldova, in Nairobi, Kenya, and in Baku, the capital of Azerbaijan. In early April, Estonia officially opened its embassy in Yerevan, the capital of Armenia.
