Estonia appoints Heli Tiirmaa-Klaar as its first Ambassador at Large for Cyber Security

Today, Estonia’s first Ambassador at Large for Cyber Security, Heli Tiirmaa-Klaar, began work at the Ministry of Foreign Affairs.

“Cyber security has long been a priority area for Estonia and appointing an ambassador at large for cyber security is a natural next step to advance our involvement in cyber security issues,” Foreign Minister Sven Mikser said. “For a digital state like Estonia it is important that co-operation in the field of cyber security becomes more effective,” he added.

Tiirmaa-Klaar says that implementing the norms of responsible state behaviour in cyberspace continues to be a global challenge. “It is important to continue the efforts that already have started in Estonia on analysing the applicability of existing international law in cyberspace, as well as to support international processes promoting cyber norms and confidence-building measures. Estonia will also continue to actively participate in ongoing EU and NATO cyber initiatives and to strengthen bilateral cooperation in the field of cyber security with its allies,” she added.

The Ambassador at Large is responsible for developing Estonia’s foreign policy on cyber security, ensuring its coordinated implementation, representing Estonia in international organisations and contributing to international cooperation in the field.
