History of diplomatic relations
On 13 June 2006, Estonia became the first country in the world to establish diplomatic relations with independent Montenegro. The joint declaration on the establishment of diplomatic relations was signed in the Montenegrin capital, Podgorica, by Karin Jaani, Director General of the 2nd Political Department of the Estonian Ministry of Foreign Affairs, and Montenegrin Foreign Minister Miodrag Vlahović.
Estonia’s Ambassador to Montenegro is Raul Toomas. The Ambassador resides in Budapest. Montenegro covers Estonia diplomatically from its embassy in Warsaw.
Since 6 December 2021, Estonia has been represented in Montenegro by Honorary Consul Tomislav Čelebić, based in the capital, Podgorica.

- Estonia and Montenegro have confirmed that the Agreement on Cooperation in the Fields of Culture, Education and Sport, signed between Estonia and Yugoslavia on 15 March 2002, remained in force after Montenegro regained independence.
- During Montenegrin Foreign Minister Milan Roćen’s visit to Estonia on 4 March 2008, a cooperation protocol was signed between the foreign ministries of the two countries.
- The implementing protocol between the Government of the Republic of Estonia and the Government of Montenegro to the Agreement between the European Community and the Republic of Montenegro on the readmission of persons residing without authorisation was signed on 26 September 2013.
- In July 2015, a memorandum of understanding on cooperation in agriculture and rural development was signed between the Estonian Ministry of Agriculture and the Montenegrin Ministry of Agriculture and Rural Development.

Montenegro is Estonia’s 110th-largest export partner. In 2025, Estonia exported goods worth €1.37 million to Montenegro and imported goods worth €895,000 from Montenegro, resulting in a trade surplus of €474,000.

- On 2 August 2011, Andres Mustonen appeared as a conductor at the KotorArt Festival.
- The film The Secret Society of Souptown was screened in Podgorica on 19 September 2016 as part of the European Film Days.
- In 2017, Jaanus Plaat’s exhibition Estonian Orthodox Churches was held in Podgorica.
Montenegrin defence personnel have attended courses at the Baltic Defence College. Montenegrin representatives have also visited Estonia to learn about the organisation of cyber defence. Montenegro became NATO’s 29th member on 5 June 2017. Montenegro contributes active-duty personnel to NATO’s enhanced Forward Presence in Latvia. Since June 2020, Montenegro has been a full member of the NATO Cooperative Cyber Defence Centre of Excellence.
