History of diplomatic relations
Diplomatic relations between Estonia and Azerbaijan were established on 2 April 1992. On 14 October 2024, Estonia’s Ambassador to Azerbaijan, Väino Reinart, presented his credentials to the President of Azerbaijan, Ilham Aliyev. The Ambassador is based in Ankara. Azerbaijan’s Ambassador to Estonia, Anar Abel oglu Maharramov, presented his credentials to the President of the Republic of Estonia, Kersti Kaljulaid, on 26 August 2021. The Embassy of Azerbaijan in Tallinn was opened in 2010. Estonia opened its embassy in Baku on 1 March 2026.
High-level political contacts have taken place mainly in the margins of international meetings. In recent years, interparliamentary contacts have also been active.

International agreements between Estonia and Azerbaijan are available in the Riigi Teataja.
Approximately 2,000 Azerbaijanis currently live in Estonia and are actively engaged in promoting Estonian culture in Azerbaijan as well as introducing Azerbaijani culture in Estonia.
Works by Azerbaijani writers Mirza Shafi Vazeh, Molla Panah Vagif and Mirza Fatali Akhundov have been translated into Estonian. An Azerbaijani–Estonian dictionary compiled by Vidadi Mamedov has also been published.
Since 1990, an Azerbaijani Sunday school has been operating in Tallinn, where children can learn their mother tongue and engage with their national culture.
An agreement on cooperation in education and research was concluded in 2010 between the Ministry of Education and Research of Estonia and the Ministry of Education of the Republic of Azerbaijan. Cooperation also takes place between the academies of sciences. Estonia has contributed to the reform of Azerbaijan’s higher education system.
Five Estonian universities have cooperation agreements with Azerbaijani universities. Over the past five years, the number of Azerbaijani students in Estonian universities has increased from around thirty to approximately two hundred.
