The first negotiations cluster will be formally opened at Intergovernmental Conferences in Luxembourg on 15 June. The Fundamentals cluster forms the foundation of the entire accession process and covers key areas such as the rule of law, judicial independence, anti-corruption measures, and public administration reform. Candidate countries must implement the necessary reforms and align their legislation with EU standards in these areas in order to join the Union.
"Yesterday's decision is a recognition of Ukraine's and Moldova's determination to stay on the path towards the European Union and to continue implementing the necessary reforms despite extremely challenging circumstances," Tsahkna said. "It sends a clear message to the people of Ukraine and Moldova that their efforts have not been in vain."
"It is also confirmation that the European Union keeps its promises, remains committed to its chosen course, and opens its doors to countries that share its values," he added.
According to the Foreign Minister, progress on EU enlargement is an important step in strengthening Europe as a whole.
"Estonia knows from its own experience that the accession process requires extensive reforms and significant changes from candidate countries. At the same time, we also know that EU enlargement benefits the Union as a whole and its existing Member States by making the EU a stronger political and economic actor and by enhancing stability and security. For this reason, opening the first negotiations cluster with Ukraine and Moldova is an important step for all of Europe," Tsahkna said.
Estonia expects the remaining five negotiations clusters to be opened with Ukraine and Moldova as soon as possible: the Internal Market; Competitiveness and Inclusive Growth; the Green Agenda and Sustainable Connectivity; Resources, Agriculture and Cohesion; and External Relations.
"EU enlargement is one of the most important tools for promoting peace, democracy, prosperity, security, and stability across Europe. For this reason, we must move forward with determination and speed," Tsahkna said.
Discussions on these issues will continue on Monday in Luxembourg, where EU foreign ministers will meet, followed by the Intergovernmental Conferences formally opening the negotiations clusters. Estonia will be represented at the meetings by Foreign Minister Margus Tsahkna.
