Estonia strongly supports International Criminal Court as one of the pillars of rules-based world order

Today, on 6 December, Director General of the Legal Department of the Ministry of Foreign Affairs Kerli Veski attended the 17th session of the Assembly of States Parties of the International Criminal Court (ICC) in The Hague. The session, taking place from 5 to 12 December, also marks the 20th anniversary of the Rome Statute, the treaty that established the ICC.

Veski, who is leading the Estonian delegation, emphasised in her speech the importance of the ICC in ensuring a rules-based-and-values-based world order. “Today, we see the rules-based international system increasingly challenged and questioned, making it especially important that States Parties promote cooperation with the court and support its work as one of its pillars,” Veski said. “The ICC and Estonia’s support for it emanate from an understanding that serious international crimes must not go unpunished,” she added.

Veski drew attention to the need to strengthen the UN Security Council’s full support for the ICC. Prompt and unconditional execution of arrest warrants of the ICC continue to be a challenge. Veski also pointed out the need to make the court’s work more effective. She suggested further improvement in the use of ICT systems, a field where Estonia with its experience can offer support. Estonia highly values and supports the work of the ICC Trust Fund for Victims.

The International Criminal Court based in The Hague was established to try individuals charged with genocide, war crimes, crimes against humanity and the crime of aggression. The ICC only has competence to investigate crimes committed by individuals. The ICC complements national judicial systems when states are unwilling or unable to prosecute cases. Estonia is a member and active supporter of the ICC since 1 July 2002.
