Estonian Development Cooperation Projects in 2011

Projects coordinated by the Estonian Ministry of Foreign Affairs and carried out with the support of means allocated for development cooperation in the Foreign Ministry's budget. Activities of other ministries considered as development cooperation have not been reflected in this overview.

1. Support for seminar with Afganistan parliament members and citizen society organisations on transition topics

2. Counceling IT solution technical aspects in Kabul's University Afghanistan center.

3. Support for publishing Prof. Oleg Manaev' book "Emerging of civil society in independent Belarus. Sociological experience: 2006-2010"

  • The main aim of the project is to publish and distribute the book among the leading structures of civil society and all university libraries in Belarus.

4. Support for organizing the national conference on victims' networking and strategic coordination.

  • March-April  2011 (Transitional Justice Coordination Group (TJCG) )

  • The conference is aiming to provide a space for trust building between victims from different backgrounds and regions in order to contribute to a grassroots reconciliation process. An important aspect of the conference will be participants’ opportunity to hear first hand from international experts who have themselves played an active role in the victims’ movement in their own country or other countries.

5. Scholarship for a young Macedonian diplomat for Academic Year 2011/2012 to participate in the Estoian School of Diplomacy (ESD) Study Program

  • The study program is focused on international relations, diplomacy, European integration, international law and economics.The project aims to support Macedonian co-operation with EU, NATO and other institutions responsible for European and Transatlantic integration.

6. Global Education project GLEN Estonia 2011

  • GLEN´s goal is to promote solidarity, equitable and efficient approach to the youth, using the experience of voluntary work carried out in developing countries.

7. Support to Psycho-Rehabilitation Center, Georgia

  • The project supports a Psycho-Rehabilitation Center in order to provide free of charge medical and psychological assistance to those in need in the region.

8. Support for a production of a documentary "The Renaissance Generation" about young Belarusians' efforts for the democratization of their country

  • April - December 2011 (NGO the New Way for Belarus)

  • Production of a documentary in order to foster the dissemination of information on solidary civil activities of new generation of Belarusians (students, political refuges, public figures, and diaspora representatives) in Europe and the United States on promotion of European values, democracy, respect for human rights and the rise of civil activity in Belarus.

9. Support for Eastern Europe Energy Efficiency and Environment Partnership Fund.

10. Capacity building for digital security for Palestinian Authority –digital security for better governance and public services.

  • The goal of the project is to develop capacity of the Palestinian Authority to handle digital security topics and develop capacity of the human resources, handling digital security topics. The project also supports tender and implementation process of the governmental interoperability solution.
    Project cooperation partner is Ministry of Telecom and Information Society of Palestinian National Authority.

11. E-Governance Training for Senior Zambian Government Officials.

  • The overall goal of the project is to introduce the Estonian e-government experience to the senior Zambian Government officials.
    The indirect goal is to support the development of the e-government in Zambia and enhance the cooperation of the experts and business contacts between Zambia and Estonia.
    The project foresees the implementation of the 5-day e-government training for the senior Zambian Government officials (15 participants). During the visit to Estonia, further cooperation activities will be discussed.
    The implementation of the project contributes to increasing the capacity of the public sector and creating the preconditions for the more efficient use of ICT potential in the Republic of Zambia.

12.Support for Instructing Kabul and Mazar University seniors in entrepreneurship.

  • The primary goal of the program is to avoid student unemployment upon graduation. The secondary goal is for the graduating students to establish their own businesses and reach their fullest potential in creating the future for their country. A third goal is to identify and train additional instructors so that the program may be expanded to other areas of Afghanistan and so that in the case the primary instructor is incapacitated a ready substitute is available.

13. Development of Support Scheme to Women and Children in Afghanistan.

  • The aim of the project is to develop sustainable ways for the Estonian public to support people in Afghanistan, especially women and children in fragile situations. This project unites development cooperation with global education, in providing Estonian people opportunities to support education and well-being of Afghan women and children through donations and alternative choices in their personal consumption. Within this project NGO Mondo will develop a support scheme for women and children (especially widows and orphans) and look for trustworthy local partners who are able to give mothers in troubles situations better opportunities to provide for their children and support their education and well-being. The project will in particular provide health- and hygiene education to women and children.

14. International relations, diplomacy and EU/NATO coordination training to Afghan diplomats and civil servants.

  • As part of the project a two week study visit will be held in Tallinn in November 2011 for a 10-persons group of Afghan diplomats, civil servants and members of parliament.
    The aim of the study visit is to focus on the central themes crucial in building up a foreign service of a young democracy as well as to introduce Estonian experience of European and Transatlantic cooperation. The training course also aims at deepening personal contacts between diplomats of the Afghanistan and Estonian foreign services. The study visit is focused on diplomacy, international negotiations, international law, diplomatic protocol, EU and regional integration. It consists of lectures, seminars and visits to Estonian state institutions. ESD has implemented similar training course also in June 2010.

15. Fair trade club

  • Organizing regular Fair trade club events in different Estonian cities involving local volunteers, entrepreneurs and well-known people. Including representatives from various local level sectors in organizing the events will create good foundation for wider developmental collaboration in local community.
    Aim of the Fair trade club is to raise populace awareness on developmental cooperation and increase notoriety of fair trade movement and Fairtrade certification mark.
    Conscious consumer with ones preference towards fair trade products in every day everyday purchases will help to guarantee better social and economical conditions for farmers and workers in developing countries.

16. Development education training for pre- and in-service basic education teachers.

  • Project aims to introduce principles and values of development education to pre- and in-service teachers of preschools and kindergardens. Lectors of universities will be involved to integrate development education topics to their seminars and turn the experiences gained through this project as part of the teaching process. During the project 300 target group members will be trained to carry out workshops based on the book „Puppets Tell Stories of African Children“ so they are able to introduce the children aged 2-7 the life of children from other cultures, environmental sustainability and selfexpression through plays based on the book

17. Support for Postproduction of a Documentary About Afghanistan Entitled “Charikari Girls”

  • Director and producer Vahur Laiapea spent two weeks in Afghanistan in October 2010 and obtained documentary footage of the students of a girls’ school in the city of Charikari in Parwani Province as well as that of their mothers and their family life. A positive reply with respect to the application in question will enable postproduction and completion of the film. The documentary is scheduled for completion in September 2011.

18. Developing Resource Centre for Global Education in Estonia.

  • The aim of this project is to promote global education in Estonia, in order to deepen the teaching of global education in formal education to raise awareness about global development issues in Estonia´s public schools and in public sphere.

19. Estonian youth, opinion leaders, and environmental and development cooperation NGO raising awareness of global biodiversity loss effects of the Millennium Development Goals.

  • The aim of this project is to demonstrate clearly and with using modern audio-visual communication techniques, how global biological diversity sets barriers to growth in developing countries.

20. Operation Hernia Humanitarian Mission, Gambia.

  • The aim of this project is to participate on Operation Gambia hernias humanitarian mission. The purpose is to send surgeons to Africa, to underdeveloped but relatively secure areas, to operate local patiens suffering from hernia.

21. Product and Chemical Safety in the Balkans.

  • The goal is to increase awareness in this area in the Balkans, and support them on the basis of experience in EU partners who have already taken over the EU aquis in the field.

22. Teaching about the Millennium Goals- Teach MDG-s.

  • The project goal is to get public support for the Millennium Development Goals and to increase awareness of the basis for sub-Saharan Africa's development problems.

23. Gone World Film Clubs – Student Activities

  • The aim of the project is to raise awareness among young people in the world's understanding of diversity and help them to establish links between different phenomena, and global problems. The project will increase young people's involvement and civic activity would inform the young people's rights.

24. Education for Social Justice

  • The project is aimed at general education schools. It supports and helps teachers to systematically exploit the opportunities offered by the teaching syllabus, and social justice issues.

25. Support to the Development of Georgian Vocational Education and Training II

  • The aim of the project is to support the Georgian vocational education and training centres and the Georgian Ministry of Education and Science in enhancing the quality of vocational education in the framework of the Georgian education strategy and the objectives of vocational education in EU.

26. Obstetrics care collaboration project of midwives of Tartu and Batum

  • The aim of the project is to pass our practical experience to Georgian midwives so it could, with minimal resources, be realised in development and arrangement of Batum obstetrics practice immediately.

27. Tbilisi State University Start-up Enterprise Workshops Project

  • The project seeks to improve the reputation of entrepeneurship and teach the recent graduates the necessary skills to start their own businesses.

28. Distribution of Estonian enterprising experience and support of start-up businesses in Georgia

  • The aim of the project is to develop entrepreneurship, increase employment and reduce poverty by developing the Georgians' entrepreneurial ability and sustainability of businesses.

29. Construction of traffic grounds to Georgian pupils by the example of Estonia

  • The idea of the project is to continue the development of traffic prevention and build traffic grounds with correspondent equipment – traffic signs, traffic lights, etc on the territory of two Georgian schools.

30. Good Citizens' School

  • The project "Good Citizens' School" aims to increase integration and civil participation in Georgia in the economic, social, political, and cultural fields by expanding the knowledge of young people (including minorities) about civil society, good citizenship, and providing opportunities for youth from different nationalities to network.

31. Supporting the functioning of Moldovan health insurance system

  • The objective of the project is to support the development of Moldovan health insurance system through sharing the Estonian experience.

32. Information System of Legal Executives for Republic of Moldova: Pilot Project

  • The project consists of applying a modern information system to various workplaces of legal executives in order to improve the monitoring of debtors and enforcement procedures.

33. Decentralized Network of Interactive Information Delivery in Moldova

  • The 9 month project aims to transfer Estonian experience in developing an informational society to Moldavian NGOs. More than 20 000 people will get direct access to information services.

34. Raising the technical capabilities of 38 regional bureaus and the financial-economic expertise laboratory of the State Scientific Research Forensic Centre of the Ministry of Internal Affairs of Ukraine

  • The Border Guard Department of the Estonian Police and Border Guard Board in cooperation with the State Scientific Research Forensic Centre of the Ministry of Internal Affairs of Ukraine support the Law Enforcement Services of Ukraine in improving their efficiency in the fight against cross border smuggling of vehicles.

35. Working together for integrated management of water resources in the Ukrainian part of the Danube Delta Sub-basin

  • The project aims to facilitate the introduction of a river basin management approach in the Ukrainian part of the Danube Delta Region through the improvement of institutional and human capacities and strengthening public participation in water resources management. The project will be implemented through the transfer of Estonian knowledge in EU Water Framework Directive implementation and Estonian-Russian trans-boundary water management.

36. Developing Tourism Entrepreneurship in the Bathumi region in Georgia and the Simpheropol region in Ukraine

  • The project aims to develop regional tourism entrepreneurhsip in Bathumi region in Georgia and Simpheropol region in Ukraine (Crimea) through (1) sharing and learning from the experience of the cluster of Pärnu region tourism destination and (2) the cooperation between universities providing tourism education in Estonia and in Georgia and Ukraine.

37. Promoting and implementing e-learning in Crimean schools, Ukraine

  • The goal of the project is to enable the pedagogues of comprehensive schools in Autonomous Republic of Crimea, Ukraine to integrate new learning methodologies into their everyday learning/teaching activities. The project provides/creates an e-learning environment , which is used successfully by schools in Estonia, Latvia, Lithuania, Slovenia and other countries. Also, support and training activities are organized.

38. Scholarship to Ukrainian student Volodymyr Floresku for studying a Master’s program in Software Engineering at the University of Tartu during the academic year 2011/2012

40. Scholarship for Ukrainian student Viktoriia Nikotina for Master studies in the University of Tartu Pärnu College in 2011/2012

  • The aim is to enable Viktoriia Nikotina to study in University of Tartu Pärnu College on the Wellness and Spa Service Design and Management Master`s programme. Through gaining this kind of internationally competitive education, Viktoriia Nikotina will be capable to better contributing to the development of the Crimea resort in Ukraine and related entrepreneurship.

41. Scholarship to Alexander Chandiri (Georgia) for studying the European Union-Russian Studies MA-programme (EURUS) at EuroCollege, University of Tartu during the 2011/2012 academic year

44. Scholarship for Georgian graduate student Mariam Tarasashvili for Master studies at Tallinn University in 2011/2012

45. Scholarship for Ion Braga (Moldova) for studying in the European Union-Russian Studies MA-programme (EURUS) at EuroCollege, University of Tartu in the 2011/2012 academic year

46. Scholarship to Allahshulur Seydov (Aserbaidjan) for studying in the Baltic Sea Region Studies MA-programme , University of Tartu in 2011/2012 academic year

48. Songbook for Afghanistan’s children

  • The project is designed to publish totally 2000 copies of “Some folkloric anthems for Afghani children” in Dari and Pashto languages. Generally, there are not much these kinds of books in Afghanistan and this is something that the Afghanistan Centre of the Kabul University (ACKU) has identified among other titles that could be published.

49. Training for the Ukrainian village and NGO leaders

  • Ukrainian leaders will have the possibility to take part in the 2-day cause on involvement to prepare them for actions in their own communities. The training will be followed by a 2-day tour in Estonian villages (Harju-, Rapla-, Pärnu- ja Lääne Counties) during which according to the topics of RP different initiatives will be visited and the workshop organization and implementation will be „played through“.

50. A Website of Eastern Partnership Civil Society Forum – Georgian National Platform

  • The web site will be a joint effort of Georgian Civil Society Organizations, created for exchange of information, learn about best practices, contacts and updates of the EaP.

51. Participation of Georgian representatives in ICEGOV eGovernment Conference

  • Participation of Georgian representatives in the major international conference organized in Tallinn -ICEGOV - would allow to get involved in the latest academic and practitioner discourse enabling to update current and future developments in Georgian eGovernance, cyber security and eDemocracy.

52. Estonian practice of resolving energy problems in local communities for Ukrainian communities

  • The goal of the 6-month project is to strengthen capacity of public authorities of Chernihiv region to undertake pro-active role in applying the renewable and alternative energy sources. Association of Local Authorities of Tartu County will present the Estonian positive example in resolving the energy problems of local communities, including renewable and alternative energy sources, during study tour (lectures, presentations, discussions, official meetings and field visits).

53. Renovation of Tetritskaro social center for elderly people

  • The "safe and healthy living for older people" project aims to contribute to the increased access of most vulnerable populations to mainstream services, resources and community development in Georgia.

55. Trainings on e-Governance and ICT solutions for representatives of Belarussian civil society

  • The main goal of the project is to improve the knowledge of representatives of Belarussian civil society about e-Governance, the use of ICT (information and communication technology), and about cyber security.

56. World Day Festival 2012

  • World Day Festival is a public global education event and an open space for cultural exchange, which aims at increasing Estonians’ awareness of global development challenges, Estonian development cooperation and humanitarian aid activities and civil society organisations active in those areas.
