Relations between Estonia and the Kingdom of Saudi Arabia


Saudi Arabia recognised the Republic of Estonia on 16 September 1991 and established diplomatic relations with Estonia on 21 March 2003.
Saudi Arabia has appointed Dr Faisal Ghulam, the kingdom’s Ambassador in Helsinki, as its Ambassador to Estonia, and he presented his credentials to President Kersti Kaljulaid on 16 August 2018. Estonia has not appointed an ambassador to Saudi Arabia.

In April 2018, the Centre of Registers and Information Systems signed a memorandum of understanding with the company ELM that develops the e-services of Saudi Arabia.

Economic relations


Trade between Estonia and Saudi Arabia has grown from ca €50 million to €194 million in the past five years (in 2018, the overall share of Estonia’s trade stood at 0.6%). In 2018, trade with Saudi Arabia grew by 72% (with an 88% growth in exports). Saudi Arabia ranked 24th among Estonia’s trade partners in 2018 (18th among export partners and 40th among import partners). The export of goods of Estonian origin* to Saudi Arabia makes up 95% of all exports from Estonia to Saudi Arabia.

The main export articles in 2018 were mineral products (fuels) (83% of exports to Saudi Arabia), followed by plant products (barley) (14%). The main articles of import from Saudi Arabia include plastic products (mainly polyethylene) (ca 99% of imports).

According to the Credit Info database**, 36 Estonian companies were exporting to Saudi Arabia in 2017.

According to the commercial register, 15 Estonian companies with Saudi Arabian shareholdings were registered as of May 2018. Estonia has no direct investments in Saudi Arabia.
