Kuwait recognised the Republic of Estonia on 15 September 1991. Diplomatic relations between Estonia and Kuwait were established on 28 October 1994.

The first Estonian Ambassador to Kuwait was Andre Pung from May 2011 until January 2016. After that Sander Soone was appointed as Ambassador of Estonia to Kuwait, residing in Cairo. From October 2019 Estonian Ambassador in Kuwait is Jaan Reinhold, residing in Abu Dhabi.

Important visits

On November 4-6, 2019 State Visit of Estonian President Kersti Kaljulaid to Kuwait.

On October 14-18, 2019 the President of Communication and Information Technology Regulatory Authority of Kuwait M. Salem Alouzaina visited Estonia with delegation.

In March 2019 Estonian Auditor General Janar Holm visited Kuwait with delegation.

In February 2019 Prime Minister of Estonia Jüri Ratas met with the Emir of Kuwait Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah during the European Union - Arab League Summit in Sharm El Sheik, Egypt.

In March 2017 a delegation of the State Audit Bureau of Kuwait visited Estonia.

In December 2016 Estonian Auditor General Alar Karis visited Kuwait. During the visit a cooperation agreement between the supreme audit institutions of Estonia and Kuwait was signed.

From 8 October to 9 October 2015, the Kuwaiti Parliament Friendship Group visited Tallinn.

On 25 September 2015, Marina Kaljurand, Minister of Foreign Affairs, met with Sabah Khaled Al Hamad Al Sabah, the Minister of Foreign Affairs of Kuwait, in New York. During the meeting, the agreement on abolishment of visa requirements in respect of persons using diplomatic passports between the Government of the Republic of Estonia and the Government of the State of Kuwait was signed.

On 11 July 2006, Urmas Paet, Minister of Foreign Affairs, met with Sheikh Dr Sabah Al-Salem Al-Sabah, Minister of Foreign Affairs and Deputy Prime Minister of Kuwait.

On October 2-6, 2004 Kuwaiti Parliament Friendship Group visited Tallinn. 

On January 26-31, 2001 Estonian Parliament Friendship Group visited Kuwait. 

On September 24-27, 2000 delegation of Kuwaiti Parliament visited Estonia.

On september 12-15, 1998 Speaker of Kuwaiti Parliament Ahmed Abdul Aziz Al-Sadoun visited Estonia.

On January 11-15, 1996 Speaker of Estonian Parliament Toomas Savi visited Kuwait.

On September 23-26, 1995 delegation of Kuwaiti Parliament visited Estonia.

On December 5-7, 1993 State Visit of Estonian President Lennart Meri to Kuwait.

On 28 April 1993 Kuwaiti Minister of Interior Sheik Ahmad Homoud al-Jaber Al-Sabah visited Estonia.

On 20 February 1992 Kuwaiti Minister of Finance Nasser ar-Rodan visited Estonia.

In 2018 main exports to Kuwait were paper products (30%) and machinery and equipment (28%), main imports were machinery and equipment (92%).

Direct investments

Based on the data of Eesti Pank as of 30 June 2019, Kuwaiti direct investments in Estonia amounted to 191,000 euros. Investments were made in various sectors: wholesale and retail trade, information and communications, financial and insurance activities as well as real estate.

As of September 2019, 9 companies with Kuwaiti shareholding were registered the Estonian Commercial Register.

Estonia has no direct investments in Kuwait.


In October 2014, managers of major Kuwaiti travel agencies visited Estonia in order to gain an overview of Estonia as a potential travel destination. The delegation included six managers of the most influential Kuwaiti tourism companies and two journalists.
