Kuwait recognised the Republic of Estonia on 15 September 1991. Diplomatic relations between Estonia and Kuwait were established on 28 October 1994.

The Estonian Ambassador to Kuwait is Sander Soone, who resides in Cairo. The Kuwaiti Ambassador to Estonia is Monther Bader Al-Eissa (credentials presented on 22 October 2014), who resides in Berlin.

Important visits

On 11 July 2006, Urmas Paet, Minister of Foreign Affairs, met with Sheikh Dr Sabah Al-Salem Al-Sabah, Minister of Foreign Affairs and Deputy Prime Minister of Kuwait.

From 21 October to 24 October 2014, the new Kuwaiti Ambassador Monther Bader Sulaiman Al-Eissa visited Estonia to present his credentials.

On 25 September 2015, Marina Kaljurand, Minister of Foreign Affairs, met with Sabah Khaled Al Hamad Al Sabah, the Minister of Foreign Affairs of Kuwait, in New York. During the meeting, the agreement on abolishment of visa requirements in respect of persons using diplomatic passports between the Government of the Republic of Estonia and the Government of the State of Kuwait was signed.

From 8 October to 9 October 2015, the Kuwaiti Parliament Friendship Group visited Tallinn.

The turnover of Estonian-Kuwaiti trade in 2016 amounted to 0.5 million euros. The majority of this was formed of Estonian exports to Kuwait in the amount of 549,000 euros while imports from Kuwait amounted to 7,000 euros.


In October 2014, managers of major Kuwaiti travel agencies visited Estonia in order to gain an overview of Estonia as a potential travel destination. The delegation included six managers of the most influential Kuwaiti tourism companies and two journalists.
